Pay Grades and Ranges
After job evaluations and pay survey data are gathered, pay structures can be developed. Pay structures may be created for various types or categories of jobs such as hourly, salaried, technical, sales, and management. The nature, culture, and structure of the organization are considered when determining how many and which pay structures to have. When establishing a pay structure, organizations use pay grades, which are groupings of individual jobs that have approximately the same value to the organization. Although no set rules govern the establishment of pay grades, 11 to 17 grades are generally used in small and medium-sized companies. Two methods commonly used to establish pay grades are job evaluation data and job market banding. One approach for determining pay grades uses job evaluation points or other data generated from the traditional job evaluation methods. This process ties pay survey information to job evaluation data by plotting a market line that shows the relationship between job value as determined by job evaluation points and job value as determined by pay survey rates. Market lines are developed by using statistical analysis techniques to calculate the regression equation. The practice of using fewer pay grades with much broader ranges than in traditional compensation systems is called broadbanding. Combining many grades into these broad bands is designed to encourage horizontal movement and therefore more skill acquisition. The main advantage of broadbanding is that it is more consistent with the flattening of organizational levels and the growing use of jobs that are multidimensional.

The two general approaches for valuing jobs are job evaluation and market pricing. There are two major schools of job evaluation: market-driven systems and Job evaluation (known as job-worth) systems. Each yield different results. Employers can adopt one of several alternate methods. Market pricing methods have an external focus while Job evaluation methods have an internal focus. A base pay structure is developed using the compensation philosophy and job analysis to drive job evaluation decisions. The results of job evaluation are used to design pay structures, including pay grades and pay ranges. Job evaluation looks at pay levels within the company, and market pricing looks outside the company. Both types of methods use relative comparisons to determine the worth of jobs in an organization. Job evaluation provides the basis for accurate valuation of jobs and the creation of appropriate pay structures.

Managers can either conduct their own surveys or purchase survey data from a number of different sources, including professional organizations and human resources consulting firms. If you decide to purchase data, it is important to ask a lot of questions about the process used to collect the data, including the types of organizations included and the jobs analyzed. Typically, salary survey data will come from companies in the same industry. For many jobs, it is also important to collect data from companies in other industries that might be competing with you for employees. The data should also come from the appropriate geographic labor market, which can be local, regional, national, or global, depending on the type of job. Salary surveys should collect data for an organization’s benchmark jobs because it would be too expensive and time-consuming to try to collect data for every job in the company. Plus, there will be jobs in your company for which there are no comparable jobs in other organizations.

The Expert Resource Consultant suggests solutions based on expertise and experience and assists in the implementation. The Process/People consultant assists in searching for solutions with methods that facilitate and raise creativity of the client company so that they will be able to implement solutions themselves. Evaluation of positions and building of salary structures, bonus plans and stock plans for clients are common. Specialisations are often based on employee types (e.g. Executive compensation consultants and sales compensation consultants). Employee benefits: optimize benefit plan design and administration (inclusive of health-related benefits) by assessing competitiveness and effectiveness of benefit plans (analytics and design), and cost-effectiveness and quality of vendors (brokerage). Actuarial and retirement: provide actuarial and administration services to manage cost and effectiveness of retirement programs, including defined benefit and defined contribution plans. Mergers and acquisitions: conduct human capital due diligence, coordinate and administer cross-functional activities during execution, including payroll and HR technology. Align organizational cultures and work styles during post-merger integration. Talent mobility: Provides the insight and execution for full international expatriates (usually for executives) or local plus (partial-package expatriates), from pre-move informative guide, to post-move expat management program.
