ICARDA has been temporarily headquartered in Beirut, Lebanon, since leaving Aleppo, Syria in 2012. Support is provided by research centers and offices in Jordan, Morocco, Ethiopia, Egypt, Tunisia, Turkey, Afghanistan, India, Iran, Oman, Pakistan, Sudan, Uzbekistan, the United Arab Emirates, and Yemen. Established in 1977, ICARDA's origins lie in a 1973 study that highlighted the food security challenges faced by countries across the dry regions of the Near East and North Africa. ICARDA research activities include the development of new crop varieties, water harvesting, conservation agriculture, the diversification of production systems, integrated crop/rangeland/livestock production systems, and the empowerment of rural women.

By Thomas Ingraham, Publishing Editor at F1000Research 15 February 2017- 15:00 CET --The webinar was held as part of ASIRA (Access to Scientific Information Resources in Agriculture) Online Course for Low-Income Countries-- This webinar covers three emerging themes in life science publishing, which will begin to influence the way in which the agricultural researchers share and access knowledge: Faster dissemination: Publishing scientific articles is often a lengthy process, taking several months or even years from first submission. This prevents the research community and others from being able to act on new knowledge quickly, which is especially serious in emergency situations such as emerging infectious diseases. This webinar will cover two ways of tackling publication delays: preprint servers and post-publication peer review platforms. Increased access & transparency: Open Access has helped remove access barriers to a vast body of scientific knowledge. Other important research outputs that have historically been difficult to access are starting to be published more frequently such as replications, data, code and referee reports. Assessment of research: Researches are assessed by their publication record. Journal title and Impact Factor tend to be the default assessment criteria, though there is growing awareness of the disadvantages of these approaches, and alternative measures of quality and impact are gaining ground. Israel's semi-arid to arid climate and shortage of high quality water are major constraints facing Israeli agriculture. The Agricultural Experiment Station established in 1921 developed into the Agricultural Research Organization (ARO), widely known as the Volcani Institute. The Faculty of Agriculture of the Hebrew University of Jerusalem, Tel Aviv University, Bar Ilan University, Ben Gurion University of the Negev and the Weizmann Institute of Science also engage in agricultural research.

Agricultural policy describes a set of laws relating to domestic agriculture and imports of foreign agricultural products. Governments usually implement agricultural policies with the goal of achieving a specific outcome in the domestic agricultural product markets. Outcomes can involve, for example, a guaranteed supply level, price stability, product quality, product selection, land use or employment. An example of the breadth and types of agriculture policy concerns can be found in the Australian Bureau of Agricultural and Resource Economics article Agricultural Economies of Australia and New Zealand which says that the major challenges and issues faced by their industrial agriculture industry are: marketing challenges and consumer tastes; international trading environment (world market conditions, barriers to trade, quarantine and technical barriers, maintenance of global competitiveness and market image, and management of biosecurity issues affecting imports and the disease status of exports); biosecurity (pests and diseases such as bovine spongiform encephalopathy (BSE), avian influenza, foot and mouth disease, citrus canker, and sugarcane smut); infrastructure (such as transport, ports, telecommunications, energy and irrigation facilities); management skills and labor supply (With increasing requirements for business planning, enhanced market awareness, the use of modern technology such as computers and global positioning systems and better agronomic management, modern farm managers will need to become increasingly skilled. The FiBL Research Institute for Organic Agriculture is looking at new organic technologies for farmers around the globe. Conventional farming is on the decline in Switzerland while organic is steadily growing, with 12% of all Swiss farms now certified as organic producers. An important source of know-how is the FiBL Research Institute for Organic Agriculture. FIBL tests new technologies and passes the findings on to farmers. FiBL is one of the world’s leading research institutes for organic farming, receiving many visitors from abroad, and has seen a growing interest in its work from India, Japan and China. The institute is also involved in international projects. One such effort is Feed no Food, which looks at dairy cattle. Cows naturally graze on grass, but in conventional farming they are given concentrated feed made of cereal and soy. Another project looks at alternative plant nutrition to replace mineral fertilisers, which are mainly produced by exploiting non-renewable natural resources. For many consumers, organic products are still a luxury. But for farmers in poor countries organic farming could provide new hope. Open access has been a positive force in scientific publishing. But the removal of paywalls and restrictive licencing are not the only issues that need to be tackled; unnecessary delays to publication, irreproducible findings, publication biases, and poor access to underlying data and code also need to be addressed. This is especially important in agriculture and nutrition research where quick, unrestricted access to knowledge is crucial to solving urgent issues including food security, biodiversity conservation, and emerging infectious diseases in crops and animals. This webinar will cover how the novel approaches taken by the publication venue Open Knowledge in Agricultural Development (OKAD) and the publishing platform it is hosted on, F1000Research, are addressing these issues. OKAD publishes academic articles, posters and slide presentations involving open knowledge projects within all areas of agriculture, nutrition and agro-biodiversity. By using F1000Research’s post-publication peer review platform, OKAD ensures rapid access to research within days of submission. Experts are invited to peer review upon publication, and their signed peer review reports are published alongside the article. More specifically, the following priority research will be carried out: In Africa, technologies that utilize the diversity of food crop genetic resources will be developed. Crop breeding materials that adapt to unfavorable environments, have high productivity, and cater to local preferences will be also developed. Cropping and raising systems will be improved through efficient utilization of local resources including water and organic matter. Basic technologies will be developed toward the breeding of highly productive crops to be able to cope with adverse conditions including low soil fertility, drought, and salinity. Furthermore, new breeding materials including high biomass crops will be developed, evaluated, and applied in the fields of developing countries. Toward the control of insect pests and diseases migrating to and expanding in our country, control and prevention methods will be developed based on ecological studies of migrating insect pests or vector insects. The initiatives resulted in the adoption of new technologies, including high-yielding varieties (HYVs) of cereals, especially dwarf wheats and rices, in association with chemical fertilizers and agro-chemicals, and with controlled water-supply (usually involving irrigation) and new methods of cultivation, including mechanization. All of these together were seen as a 'package of practices' to supersede 'traditional' technology and to be adopted as a whole.Both the Ford Foundation and the Rockefeller Foundation were heavily involved. One key leader was Norman Borlaug, the "Father of the Green Revolution", who received the Nobel Peace Prize in 1970. He is credited with saving over a billion people from starvation. The basic approach was the development of high-yielding varieties of cereal grains, expansion of irrigation infrastructure, modernization of management techniques, distribution of hybridized seeds, synthetic fertilizers, and pesticides to farmers. The term "Green Revolution" was first used in a speech on 8 March 1968 by the administrator of the U.S. Agency for International Development (USAID), William S. Gaud, who noted the spread of the new technologies: "These and other developments in the field of agriculture contain the makings of a new revolution. It is not a violent Red Revolution like that of the Soviets, nor is it a White Revolution like that of the Shah of Iran. I call it the Green Revolution."

The goal of precision agriculture research is to define a decision support system (DSS) for whole farm management with the goal of optimizing returns on inputs while preserving resources.Among these many approaches is a phytogeomorphological approach which ties multi-year crop growth stability/characteristics to topological terrain attributes. The interest in the phytogeomorphological approach stems from the fact that the geomorphology component typically dictates the hydrology of the farm field.The practice of precision agriculture has been enabled by the advent of GPS and GNSS. The farmer's and/or researcher's ability to locate their precise position in a field allows for the creation of maps of the spatial variability of as many variables as can be measured (e.g. crop yield, terrain features/topography, organic matter content, moisture levels, nitrogen levels, pH, EC, Mg, K, and others). Similar data is collected by sensor arrays mounted on GPS-equipped combine harvesters. These arrays consist of real-time sensors that measure everything from chlorophyll levels to plant water status, along with multispectral imagery. This data is used in conjunction with satellite imagery by variable rate technology (VRT) including seeders, sprayers, etc. to optimally distribute resources. Precision agriculture has also been enabled by unmanned aerial vehicles like the DJI Phantom which are relatively inexpensive and can be operated by novice pilots. These agricultural drones can be equipped with hyperspectral or RGB cameras to capture many images of a field that can be processed using photogrammetric methods to create orthophotos and NDVI maps. These drones are capable of capturing several metric points of the land that can later be used to deliver proper water and fertilization to crops.
